One of the guys on my team ordered a DPMS rifle in a commemorative group-buy deal while on deployment.
The rifles are available to be picked up at a gun store in Minnesota. He lives in Iowa. Are there any special considerations to be taken here? Does he need an in-state drivers liscense for MN or something? Does he need any special permits in IA? Thanks for the info. |

He needs to have it tranferred to a dealer in Iowa. If he knows an Iowa dealer who will sign a copy of his FFL and allow the individual to go pick it up and return with it to him so he can log through his books it can be done that way, I believe. If I am wrong on the second part someone will correct me.
If he is in the sandbox it will have to go to an Iowa dealer until he returns. |

Our unit over here just ordered 45 of the DPMS Commemmorative AR's, 43 of them to guys living in Iowa will go thru our FFL, when I get home, and one each to NY and TX FFL's. Have a dealer that is close to where he lives fax a copy of their FFL to the store in MN these are all going to and they will ship it to the FFL in Iowa. All of this would be true for a handgun, but I'm positive you can buy a long-gun in a state that you are not a resident of. I know because my freshman year in school I still had a VA DL and I bought, sold, and traded more firearms than you can shake a stick at in Iowa. He could just, upon his return, drive to MN, fill out his paperwork, and pick the dang thing up. A receiver might be a different beast since it COULD be turned into a pistol. OR I just put my foot in my mouth... one of the two. |

I know in the past, you could (supposedly) buy a long gun in any of the states bordering Iowa yourself and residents of those states could buy in Iowa.
I would be willing to bet that doing so in Illinois would be more hassle that it was worth. Some dealers wouldn't do it just to play it safe, but it was legal. I have heard however that that has been poop-canned, although the source of that intel is very questionable. I do also remember seeing something about the BATFE regarding AR15s that would also poop-can the interstate transfer, but as I recall, that actually applied to stripped lowers as they can be built as pistols. Same thing makes it OK for an 18 year old to buy a complete AR15 but not a stripped lower. Now, if he lives in Keokuk or way down south or at least far enough to make it a hassle to drive to the gun shop, he should look into a transfer. If he is close enough or willing to drive, I'd say have him call the gun shop and see what they say. Might make for a fun road trip. |

You are correct about the neighboring State rule for a long gun as I stand corrected about having to be sent to an FFL in Iowa...but like 34ID11B said it depends on where abouts in Iowa the guy lives as well as where in Minnesota the dealer is located. The other thing to consider is how long the soldier has remaining over here as the dealer may not want to store his weapon for possibly a year until he comes home...just thinking out loud after 13 hours at work as it's time to go back and get some sleep. |

I'll have to think back about whether an exception was made because I had a Student ID... Much like how hunting licenses work. You can get an in-state HL w/ an out of state DL and an ISU ID. | Sam, similar situation with military out of State purchases. When I was stationed out in Arizona I was able to use my Iowa DL to buy firearms but just needed my military ID, copy of my military orders, an AZ resident ID or a cable bill or utility bill showing my name and a valid AZ address. |
