Had a guy offer to sell me a flat top receiver (I'm assuming that's all, just the area above the action for lack of better words) used for $150 at a gun shop today.  He didn't work there, just caught me in passing after hearing my conversation.  He said it had the bolt assist.  Should I jump on this or just wait out the hysteria ?  Condition unknown......what questions should I ask?

Side note,
A friend of a friend had 540 rounds of 556 Ball fmj Olin - Winchester and 556 fmj which I picked up today.  Looks pretty old, but is new in box.  Is that stuff any good? They are both 55 grain.

That's a decent price, especially so considering how nothing is in stock anywhere. If it's what you want then buy it.
Some things to look at in a used upper: the threads for the barrel nut shouldn't be damaged, if the dust cover is there and works, the picatinny rail on the top is in decent condition, the takedown and pivot pin holes are the right size for your lower. There's not much that could go wrong with a stripped upper really.
Depending on where you are, I'm sure someone on here could help with the tools for switching it with your A2 upper.

As far as old ammo, as long as it looks like it isn't corroded in any way then it'll be safe to shoot. How it was stored would have the biggest effect on it, ie. damp basement vs. dry ammo can. I've shot 70 year old ammo without any problems.

Awesome, thank you!  .  Just ordered one.  Appreciate  the heads up.  Shipping may be free, but it sure is slooooowwwwww.  Now I need to figure out the gas block stuff, front sight, and pick out a hand guard with rails, and etc.

Who would you guys recommend to do the work on this in the Macomb County area?  

I really do not want to spend $500 on a sight for the simple reason that I just won't be using this rig all that much. Just need something serviceable .  That may change, I'm sure, but you know.
