Anyone have the link for the group that addresses department requiring fees for permits.

My understanding is that the permit is free but the notary can be charged for.

Yes, you're right, purchase permits cannot be charged for, and they can charge you up to $10 to use their notary, but you don't have to use their notary. Most banks have a notary for the use of their customers.
