I have found an FFL to do the transfer then pay money to the person or business that has the reciever.  The reciever is sent to the FFL you have chosen to complete the transaction.  The FFL usually charges $20 or so to complete the paperwork.

Generally I give my FFL doing the xfer a stamped, addressed envelop with the postal money order and any order form/winning auction printout/letter w/ what I want. Then the FFL just has to slip in his ink signed FFL and drop it in the mail. This avoids the problem of a supplier getting an FFL with no order, or payment with no FFL. Its all in one place which seems to streamline the process.

Once the supplier has the FFL on file you don't have to go through that tho.

You could always just go to the guns shows
There are a couple Michigan Dealers which post here that carry and sell lowers.

Do that and you avoid paying that transfer fee

Where in MI are you located?

Some of the suppliers on the EE have lists of FFLs that they already have on file. Auction Arms and GunBroker also have FFL lists.

In that case you simply notify your FFL and then the supplier. Usually the supplier will check with the FFL just to make sure they know that you want to order something.

If you pay the dealer directly for the receiver he will have to collect sales tax. If you pay the supplier directly the dealer usually only collects his fee.
