Hello, been a reader/lurker for a while.  First post!

I've been going through the hoops to get my CPL.  Well, apparently Wayne County (I live in Garden City) requires you to get 2 letters of reference and have them notarized?

Ok, I've read through the CCW laws and the application process many times before, and even during my training class, I never heard of this.  Is this even legal, can they make up regs on the spot, just to harass responsible gun owners?

What does the letter have to contain?  Can it be written by a family member or a friend?

This is quite frustrating.  I feel like I'm jumping through hoops to get this and I know Wayne County's wait time is something like 6 months!  Getting the letters isn't a problem, but it is pretty outrageous considering I've never even had a parking ticket, and all the background checks they do!

Ok, allow me to distill my question down to this:  if I show up to the Wayne County building without these 2 letters, and I convince them to take the application and complete the rest of the process, can the County Gun Board legally turn down my CPL?

I'm thinking no.  State law says that if I meet such and such requirements, I SHALL be issued a CPL.  Therefore, how can a County supersede that?  This has become a matter of pride for me.  After paying $175 for the class, 12 hours of my life, facing the $105 county fee, and submitting to a couple background checks and fingerprinting, they tack on some meaningless rule.

I highly doubt you'll get your CPL if you don't get them.

I don't live in Wayne County, but follow the rules and the process will move ahead as fast as Wayne County can work.  Call your local PD if you have any questions and they will be more than willing to help you out I imagine.

I've dealt with the gun board...trust me, don't rock the boat, do what your supposed to do (get the letters), and then you'll reap the rewards.

i teach the class, most of my students are from wayne county, we have a class this weekend, 75 bucks, one day, 8 hours long, no hidden fees, free notary public for the reference letters which have to be notarized, you bring a handgun and 100 rds of ammo for the range, you are welcome to bring evil black rifles for after the class, we have a 200 yard private range
held in monroe mi

we have a very good working relationship with wayne county, and have had zero problems with people getting their concealed pistol license
