So, I went to pick up a gun I bought online from my local FFL, GI've him my DL and start filling out the 4473. He puts my DL in the computer and tells me that the system is kicking out my license as invalid. I ask if he can run my HCP and he says it won't matter because it's the same number and the system doesn't ask what type of ID it is.
So I go to the DMV and it turns out that due to my own stupidity my DL was not valid. I got it fixed and picked up my gun. However, it strikes me as odd that there wasn't a way (according to the FFL to run a TICS check without a Drivers license. At no time was I a prohibited person and I did have a valid photo ID (HCP). Was there something my FFL was missing, or neglecting to tell me? |

I'm pretty sure TICS will only accept a TN ID. A resident from any state may purchase a rifle or shotgun from an FFL in any other state, unless disallowed by the law of either state. So TICS and NICS will of course accept a valid ID from another state for that purpose. Bud's Gun Shop in Sevierville does big biz to out of state tourists, for example. Acceptable ID (From 4473 form itself): "Question 20a. Identification: List issuing authority (e.g., State, County or Municipality) and type of identification presented (e.g., Virginia driver’s license (VA DL), or other valid government-issued identification) . Know Your Customer: Before a licensee may sell or deliver a firearm to a nonlicensee, the licensee must establish the identity, place of residence, and age of the buyer. The buyer must provide a valid government-issued photo identification to the seller that contains the buyer’s name, residence address, and date of birth. The licensee must record the type, identification number, and expiration date (if any) of the identification in question 20.a. A driver’s license or an identification card issued by a State in place of a license is acceptable. Social Security cards are not acceptable because no address, date of birth, or photograph is shown on the cards. A combination of government-issued documents may be provided. For example, if a U.S. citizen has two States of residence and is trying to buy a handgun in State X, he may provide a driver’s license (showing his name, date of birth, and photograph) issued by State Y and another government-issued document (such as a tax document) from State X showing his residence address. If the buyer is a member of the Armed Forces on active duty acquiring a firearm in the State where his or her permanent duty station is located, but he or she has a driver’s license from another State, you should list the buyer’s military identification card and off icial orders showing where his or her permanent duty station is located in response to question 20.a. Question 20.b. Alternate Documentation: Licensees may accept a combination of valid government-issued documents to satisfy the identification document requirements of the law. The required valid government-issued photo identification document bearing the name, photograph, and date of birth of transferee may be supplemented by another valid, government-issued document showing the transferee’s residence address. This alternate documentation should be recorded in question 20.b., with issuing authority and type of identification presented. A combination of government-issued documents may be provided. For example, if a U.S. citizen has two States of residence and is trying to buy a handgun in State X, he may provide a driver’s license (showing his name, date of birth, and photograph) issued by State Y and another government-issued document (such as a tax document) from State X showing his residence address." - OS |

Your ffl was just too lazy to type in all of your information. As long as you hcp was valid, he could have used it. He was trying to type your DL number into the system and have it populate your info versus typing it all in. It doesn't matter that the number is the same, the expiration is probably different. As long you identify it as the correct id type, it'll work.
And tics will take id from any state plus military ID. |

The auto fill only works if you have a TN DL it doesn't work if you have an out of state DL or just a TN HCP. Some new dealers or ones that do not deal a lot with AD service members really don't know what to do and the TBI sometimes doesn't know either. OP are you in the greater Ft Campbell area? If so who was the dealer? |
