Can an Oregon resident transfer a gun to a California resident while in Oregon?

The reason I ask is because I am a california resident and want to get an AR lower to build. I have been trying to find a FFL but they keep giving me a run around or never get back to me about doing a transfer. I could have my roomate get one here since he is a Oregon resident and transfer it to me here.

See the link below.  Just get your residency in Oregon.  Then you can have your AR and put a supressor on in too.

They have to built into CA legal configurations though. I could have my roomate get one here since he is a Oregon resident and transfer it to me here. You could get caught doing a straw purchase and both loose your gun rights also?!
