I moved about a year ago and my driver's license still has my old address on it. Is is easier/faster to go get a new driver's license and THEN apply for the CCW or just go to the county of my old address?

You need to get your license updated then go to the County you currently live in.

I was told by numerous people in the probate court office in both counties to just wait for renewal of the permit.

True on both accounts.  

I was told the same thing about my GWCL after I moved from Chatham to Effingham county by the court house folks in Springfield.  

I'd already updated my DL.
