Dear GCO Member,

Our gun bill is flowing through the twist and turns, ups and downs of the legislative process.   On Friday, the House voted to consolidate HB512 into SB101 and then pass that consolidated bill onto the Senate.  The consolidated bill, which took on the Senate Bill number of SB101, has now been assigned to Conference Committee.  There are two more days left in this years' session and action must be immediate in order for this bill to pass this year.

The Conference Committee consists of 3 Senators and 3 Representatives who negotiate a bill that 4 members of the committee must agree to.  They can amend the bill any way they need to in order to reach a conclusion.  If the conference committee does not reach a conclusion, the bill will lie dormant for another year before it can be taken up again.  If the conference committee reaches a conclusion and votes to carry the bill forward, the bill will be brought before each chamber were it will be voted upon.  

This is the most important stage of the process where many bills get derailed and forgotten so we need your help now more than ever.   We need you to contact the Conference Committee members with a very brief and simple message, remembering to be polite but firm on your stand.  Your message is:

I support passage of SB101 and ask that the Opt In language be removed.

GeorgiaCarry.Org's lobbyists and volunteer attorneys are working behind the scenes on improving SB101 and our Legislators need to see that there is support for the changes GeorgiaCarry is seeking.  The Board of Regents hasn't given up and their taxpayer-funded lobbyists are working 24x7 to retain their pretend gun free zones that endanger our children.  

SB101 is a good bill.  If we can get the Opt-In language (shown in red font) removed, SB101 will be a great gun bill and one that will push back on President Obama's gun-ban agenda.  Here is what SB101 as passed the House on Friday includes:  

Campus carry on public colleges, except dorms and athletic events
Campus carry on private colleges if the president adopts a policy permitting it
Government building carry where no security screening or courthouse and permitting a way to escape arrest once you see security screening
Church carry if the church permits carry
Removal of fingerprints at renewal time (saves time and $45)
Broader preemption both as to governing entities (boards, agencies, housing authorities) and weapons (everything in the broad school definition)
Changing the general right to "forbid" firearms on private property to a restatement of criminal trespass
18-20 carry for honorably discharged vets
Some level of school security enhancements by personnel already at schools
Airport carry trying to make the state prove intent to bypass the metal detectors
Clarifying that the unsecured area of an airport is not a government building or otherwise off limits
GeorgiaCarry is also seeking other changes but the most important and pressing is removal of the Opt-In language.  This language has the potential entrap unwary Licensees and is redundant with private property owners' rights under the Criminal Trespass law.

We need all members to start contacting the Senate NOW and let them know that Campus Carry needs to stay in SB101 and SB101 needs to be passed by individual roll call vote.  Please contact ALL republican Senators now and the preferred method is the telephone.  Members of the Senate's phone numbers can be found http://www.senate.ga.gov/senators/en-US/SenateMembersList.aspx.  Click on all names with Republican next to their names and their phone numbers will be revealed.




Feel free to email them as well, but it is felt the method that will garner the most attention is the phone.  If you want to email them, do so in the evening if possible.




It appears that the Board of Regents taxpayer-funded lobbyists are making headway in retaining their pretend gun free zones that endanger our children.  We need to let all Republican Senators know our feelings and ask for their vote to pass this bill with Campus Carry included in the bill.

An 8 hour safety course?  Where did is this line of thinking that people need to justify their need for self defense and jump through hoops for the government come from?  This bill is already so watered down with exceptions, now they're making it irreverent.  And if they don't do anything by midnight they won't come back to this til next year. Government competency at its best.

A step back to go a step forward? What happened to all the no compromise fervor?


It's shouldn't even be an issue in this state. We should have had constitutional carry by now, but we have to fight tooth and nail for campus carry, AND take an unnecessary infringement upon our rights to do so? I think we need to gut the legislature.

Well near the deadline Thursday night AG Cagle released Cecil Staton. This prevented the ability to suspend the rules to keep the bill alive. Cagle was one that was holding the bill back early on. What part did he play?

Well he excused Staton at about 10pm because he got butthurt by the house and I guess needed to go home and cry and they moaned about it loudly in the senate. Him leaving kept the senate from having enough votes to suspend rules. They needed to do that because at 10:54 my Senator calls and says Cagle is going to allow a vote and to get in touch with my Rep(he is the house sponsor). So now it takes time to get all the reports to folks(by senate rules they have 1 hour to read) well at 11:10 they have the reports on the desks, so they would need to vote to suspend rules. In the meantime a democrat is found that will fill Staton's place, but Cagle never calls SB101 up for vote. So what part does Cagle play..........indeed


How does a Conference Committee appointee (Cecil Staton), who supposedly had been working so hard on the Gun Bill, just get up and ask for permission to leave the Senate an hour before everything is over?



They just screwed over a whole lot of good folks. I sincerely hope it was worth it as I will never forget this nor will others who are following this bill.

Staton appears to be a real piece of shit. Someone who sits on a committee for higher education should not have business dealings with said higher education, much less be directly involved with legislation where higher education is heavily lobbying that legislation.
