Jason at Sharpshooters did some minor stuff for on an AR. I've no idea his level of skill, but I was happy with what he did do.

You could try Bill Hayllar in Sandy Springs or Andy Gazaway in Alpharetta/Cumming.
I'm not sure if they do that type work, but my understanding is they are both 'general work' type 'smiths.

Ott Gunworks in Douglasville does many Saiga conversions.
