I get asked about spotting scopes quite often.  In 2008, the Cornell Lab of Ornithology (bunch o' bird watchers) did a pretty comprehensive testing and write-up of a slew of scopes, in a wide range of prices.  Good info;

On the first page, to the right, under the heading "LEARN MORE" is a tab entitled "Scope Review Results Chart".  That has all the scopes tested ranked in order, and grouped by price.

Vortex Razor

I have the above spotting scope.  I don't think they were around when the 2008 test was done.  I'm very happy with it, but wish I could use it more often!    
 
PS... save some money for a good tripod and mounting head.

I'm been favorably impressed with most of the offerings from Vortex, except for their Crossfire scope line.  The Crossfire's are crap, the Diamondback scopes are good scopes for the money, and the Vipers and Viper PST's are excellent.  I don't have much experience with their spotters, however.
