I have been procrastinating for years and it appears I have missed the boat with the CMP Garands. They currently have the Field Grade and Rack Grade available. Is this the best route to go. Are the Rack Grades pretty well abused?

Rack grades will likely need a new barrel and stock. I know some people have gotten fairly good field grades but now I don't know. If you are looking for something that you will not have to put as much money in go with the field. It really depends on what you are planning to do with the gun. The barrels on many of the field grades are pretty worn and you may not have the best shooting gun but if you are just looking for something to plink with that may be fine.

Is all I need a new stock, barrel, and refinishing?

I don't know what you will get now, but i have two Greek return rack grades that shoot great.  The wood on one was good, except the Greeks painted an Armory number on it.  The other one needed the dishwasher treatment.
