Ok so I am looking to purchase a rifle a 300 win mag to be exact I ended up finding one on Armslist and ive contacted the seller and waiting to hear back about wether it is still available still. Question is I am stationed here in Jville my home of record is still NH i have an NH drivers license and all that good stuff but I have been living here since 2012 if i purchase said firearm do I need to go though an FFL or can I just do it FTF?

If you're getting it FTF and it's not being shipped, you're good.  No FFL or permit required for long gun purchases in NC.  If it's being shipped, still doesn't matter, because you're a resident of Onslow County if you live there and especially if you have for more than a year.

If this is your permanent duty station, you are considered a NC resident when it comes to purchasing firearms.  Long guns do not require anything special.  Handguns require a permit be issued by the local Sheriff.  If you are here for a long school, you are TDY, and legally you are not supposed to engage in private transactions.
