Proposal by Senator Kevin Bryant of District 3 would allow open carry and remove the requirment of a permit for either open or concealed carry.

IIRC, last year a SC state legislator sponsored a bill that would have allowed concealed carry without a permit. His reasoning was that the permit system places a burden only on law-abiding citizens, and criminals are unaffected by the permit requirement - since they either can't get or don't care about a permit, they carry without one. Unfortunately, it didn't get any traction. |

Are you suggesting that carrying switchblades, dirks, daggers, metal knuckles and the like should be allowed as well? If so, I'm good with that. I do like the idea of keeping the permit structure intact though; reciprocity is important for me. |

How about permit less carry, however have a "shall issue" permit set up for people who need it for reciprocity purposes. You don't need a permit to carry in sc, but can get one if you want |

Senate Bill 1255 has been squashed in a Senate Judiciary Subcommittee by a Senator by the name of Jake Knotts....he takes the imbecillc position that permitting CWP holders to carry in establishments that serve alcohol will open the door for criminals to carry guns in bars. Believe it or not...thats what he told me when I spoke to him on the phone.
The good news is another Bill that originated in the House (3665) cleared its third and final vote in the House by a vote of 90-5 on 3/29/12 and is now over in the Senate. This Bill (3665) has the same language as the Senate Bill (1255) has. 3665 has been assigned to a Judiciary Subcommittee with a different Chairman...Senator Chip Campsen. There are five members on this subcommittee...they need to hear from us on this...call all of them on the Subcommittee and express your support for H3665....Campsen (ch), Knotts, Campbell, Coleman, Shoopman. You can get their contact information from the SC Legislature website http://www.scstatehouse.gov/committeeinfo/senatejudiciary.php The Bill has to be voted on three times in the Senate...but that can happen on successive days if we can get it out of the Subcommittee. Then it can go to the Governors desk. Time is of the essence...call now if you can....explain to them: This is VERY important to you because your ability to exercise your 2nd Amendment liberty and utilize your CWP is severely impacted by the language in the current statute. Explain to them that this Bill (3665) is very reasonable and makes accommodations for safety and private property concerns. If needed, remind them that you are a law abiding citizen that has undergone the training and background check to receive a SLED issued CWP and that criminals are carrying weapons all over the state in violation of our laws. They don’t ask permission. You might also remind them that thousands of citizens are lawfully carrying concealed weapons everyday in our state without incident. Lets get this fixed!! |
