I was wondering the same thing as the OP.  Not using water cannons to knock them down.  Just mist/spray them and let the cold do the rest.

Concentrated crowd, that may work. Spread out arson not so much, especially with all the gun fire.

ETA: If you watched the video segment Monday night where the crowd was trying to turn over the police car, they scattered very quickly when hit with tear gas.

The use of a fire hose on protesters is something eternally linked to some very dark days in our history. No mayor / chief of police / anyone in charge that likes their job would go anywhere near that.

A few years ago they were experimenting with spraying liquid polymer out of fire dept pumper trucks.

Polymer is a poly electrolyte long chain molecule. In essence it is VERY SLIPPERY!!!!

You can't riot if you can't stand (or even crawl) because the pavement is liked oiled glass.

I think they abandoned the idea due to the potential for massive concussions due to falling onto concrete.
