I got an email last night about Jackson County, it said that they are not accepting applications that don't include the student shooting a revolver until  after Oct 10th. It also stated that the revised affidavit comes from the Missouri Attorney General Office and they have not received it yet. I don't think they realized that the law changed on Aug 28th under SB745, I think they are going off of SB656 which takes effect about Oct 10th

You may want to explain to them that the revised language was included in both bills and since the first one was signed by the governor it became effective August 28th.

I had a hell of a time with Cass County when the Instructor "database" stuff went active among other things.  

Ill PM you a contact I managed to get info from with the Sherrifs association.  They generally send out legal opinions to all sheriff dept. when changes are set to go live.  Maybe he can provide you with the email they sent out regarding the bills.

Even though the law took effect Aug 28th and Jackson County is saying Oct 10th, I don't think anyone who took a class now would get an appointment till after the 10th.
