Closely related to the other thread recently posted - here is my twist.

I live in MO (close to KS line) and hold a valid C&R license.  I placed a C&R eligible rifle on a local KC forum advertising it for sale or trade.

A gentleman offered to trade his C&R eligible rifle for mine - I like to deal so I want to make the trade.  

BUT...he lives in KS (close to the MO line) and does not have a C&R license.

I've searched the online ATF regulations and am not sure that it's legal for us to just meet FTF and trade rifles.  Of course I would log mine out and log his in and we would prepare a bill of sale.

Anyone have any insight on this or is it best to wait till tomorrow and run this by the local ATF office for clarification?

As I understand it, you're legal to take/buy his rifle, but he's not legal to receive yours.  

I.e. he could ship you the C&R throught the mail (or transfer in person) but he would need a C&R to receive the gun across state lines.

Correct.....

C&R FFL lets YOU receive C&R guns across state lines, not transfer them to someone else.

Your guns has to go to a FFL01 in either state to be transferred to him.

I'll bet a lot of transfers occur irrespective of state lines.

normal unlicensed citizens .. you bet they do ..

but this guy has a license and should take heed of regulations regarding how he may legally "dispose" of items acquired through the FFL.
