Can I use a carbine stock w/o the stock for a buffer tube as a pistol until the SBR paperwork comes in and then put the stock back on?  I am going to do a 9mm AR

You'd have to be braver than I am.  If the reciever has ever been a rifle, you would definately be illegal.  Even if not, as easy as the act of putting the stock on would be, possesion of the two would probably be "constructive possesion".  The longer pistol buffers that you see are not machined to accept a stock for exactly this reason.

I have seen ATF letters that state what you are doing would be fine.  However, it would be in your best interest should you get inspected, if you were to not have that stock in your possession as they could get you for constructive intent.

ETA:  this should only be done on a pistol receiver or on a stripped receiver.

yep .. you can do it but you had better not have a spare stock
