Pre-filing of bills has started.  There is a lag between when they are filed and when they show up in the listings.  I will keep posting what I find if folks here find it informative and enertaining.  Also if you have suggesstions on how to format these updates please let me know.  Right now there is not alot of information at these links, they will be updated as time goes on.  Edited:

What is an urban area? 2 houses? 3 houses? Shouldn’t that be up to the local city or town government? I think we have bigger problems to worry about besides people shooting guns in celebration.

As defined by RsMO:

(6) "Urban area", an urban place as designated by the Bureau of the Census, having a population of five thousand or more within boundaries to be fixed by the state highways and transportation commission and local officials in cooperation with each other and approved by the Secretary of Transportation, or an urbanized area as designated by the Bureau of the Census within boundaries to be fixed by the state highways and transportation commission and local officials and approved by the Secretary of Transportation. The boundary of the urban area shall, as a minimum, encompass the entire urban place as designated by the Bureau of the Census.

To further elaborate, the US Census Bureau defines these areas as "urban":

It occurs to me that all those areas will already have local ordinances against discharging a firearm within city limits.  Even in hillbilly Holden I have to fine a guy this month for discharging a shotgun within city limits, so what's being described in the language is already a violation.

Oh well, it never hurts to ban something AGAIN just to be sure.

That's the entire problem with the whole process.  They all file a bunch of stuff for the mere purpose of having bragging rights to say they went and tried to do something and if it does'nt pass they all blame the others.  

However Duke, could'nt it be said that this would give prosecutors another avenue to pursue.  For example, would you have the ability to choose charges under the city ordinance or the state ordinance?  Or, by passing the state law would''nt you impose the same penalty regardless of the "urban area" and increase the penalty in some cases (assuming the state penalty is stricter than that of the local municipality in question)?

Right on both counts.  

A good example of your first point is the state rep I saw waste a bunch of time in committe with a dead-end bill to abolish all property taxes in MO and replace them with a monster sales tax.  The language didn't have a snowball's chance in hell of getting anywhere, but he got to go back to his constituency (St. Charles, where property taxes are quite high) and tell his constituents "I tried my best but those bastards from the south side shot me down..."

OTOH, if they're all busy attempting to introduce redundant bills, then they aren't as likely to be busy attempting to introduce new and even dumber (or more restrictive/punitive) laws that further make our (shooters) lives miserable.

Remember back a few years when Congress (and remember, con-gress is the opposite of pro-gress) stalled all forward movement (HA!  forward sez who?) of all pending legislation (around Christmas time I believe) due to some reason or another?  A VERY liberal coworker said "OMG!  This is terrible!  They' won't be able to get anything done!"

"Exactly" was my reply.  And just how is such a stalemtate a terrible thing given their dumbass track record?  

That same liberal co-worker and I have come up with a plan to replace the completely ineffectual Congress.  We treat it like jury duty.  You take Sally Homemaker and Joe Construction worker and you tell them they have "congress duty" this upcoming month, and "Here are your issues to resolve".

We also came up with a sure-fire way to ensure they actually get their issues solved in a timely manner.  After 30 days on an issue with no resolution, we hold a lottery and shoot one congress member per day until the issue gets resolved.  

Okay, perhaps that last part might be going a little too far.    But given a draw of folks from a decent enough cross-section of society, the Average Joe Congress couldn't possibly do any worse of a job than the self-serving idiots that are in Congress right now.
