I'm thinking about getting a Kel-Tec PLR16; a friend has one and it's actually pretty nice.  Since this is classified as a pistol (no stock) I would have to pay $200 to classify this gun as AOW (Any other weapon) if I put a foregrip on the hand guard.

Would I be better off waiting until July and buying this gun as an SBR, or will it not matter and this will always be a pistol regardless?

That is correct also with an AOW you can never even temporarily install a stock on it.

The making of an NFA item via form 1 is $200.00 even for AOW, now the transfer on AOW via Form 4 is a $5.00 tax stamp.

With having it as a SBR, you would be able to put it to a AOW configuration temporarily if you wanted to, ie removing/installing the stock as you wish.

BTW, if you want to go the SBR you can submit your paperwork ie Form 1 or Form 4 now.

If I buy an AOW it is a $5 transfer fee, but whoever adds a foregrip to it would still have to pay the $200 or if it's a Class III dealer can they install it for me and I pay the $5 fee?

Can I submit the forms even though I may not purchase an SBR right off the bat?

Yes, a SOT/Class 3 manufacture can make a pistol into a AOW, for free and transfer it to you via $5.00 tax stamp.  They would take the pistol from you, file a Form 2 making it into an AOW and install the Front Grip on it, and than hold on to it until the Form 4 comes back approved from the ATF, only at that time can you take possession of it.

If an individual files a Form 1 to manufacture an AOW it is $200.00 to do so and they can not manufacture the item until they get the approved form back from the ATF.

No, you need the Serial Number to put on the Forms.  Example you purchase a SBR from a dealer instate, they would help you fill out the forms and ensure everything is correct before sending off the paperwork to the ATF.  Transfering an NFA item to a non dealer is mostly done via Form 4.

If you are new to the NFA world, I suggest reading up on it over in the Armory Class 3 sections.

Kel-Tec makes a factory SBR version of the SU-16-C, with a 9 inch barrel, I think.... Might be simpler than going the other way.

I was not a believer until I shot (and then owned) a SU-16. It's a solid piece.

Just a minor point of correction...  A Class 3 SOT is strictly a dealer of NFA weapons and can NOT manufacture for free.  A Class 3 SOT would have to fill out a Form 1 just like anyone else and pay the $200 to install the part that creates the AOW.  An SOT must be a Class 2 (Manufacturer) to do so for free, then transfer for the $5.

Thanks for the responses and clarifications guys!

Are there any good dealers near East Alabama?  I'm in A.U., Locums is gone, Academy Sports is to Selling Guns what Dunkin Donuts is to Selling Guns, and Story's prices are usually outrageous and their selection is non existent these days.
