HI All,
I have some friends/family that live in MD. They were wanting to build some ARs, and were asking me about it(since they know I build my own). I haven't lived in MD for about 15 years, and I am completely unfamiliar with the laws/regs/nonsense regarding firearms in MD anymore. Is it even possible to buy a stripped lower and build an AR there anymore? If so, what restrictions are there(beyond the obvious federal stuff that applies nationwide)? Thanks |

Bottom line, HBAR configurations in 5.56/.223 are legal to build on a lower purchased after 10/1/2013, other caliber ARs are legal. SBR rifles are legal (with stamps obviously).
Magazines with capacity greater than 10 rounds are completely legal to possess in maryland, you just can't buy/sell them within the state (including buying them online and having them shipped here). If you go out of state to buy them, for example Pennsylvania, and bring them back to Maryland with you, that is perfectly legal. |

Am I understanding this right? yes and no, yes that any new rifle requires a HBAR to be legal, no that SBR's do not require a heavy barrel as maryland considers them pistols and exempt from the hbar requirment, in MD SBR's are limited to 29 inchs or basically a AR with 10.5 upper,, so SBR'd 14.5 with a pencil barrel is good to go, same rifle with a 16 inch pencil barrel is a no no Also, what constitutes an HBAR? there is no MD definition or industry standard for what an HBAR is, anything that is stamped or marketed as heavy barrel Lastly, could legally flute an HBAR? yes, flutes and dimples have no impact on what an habr is its all pretty silly and not enforced, Also, lowers are still availible to build into legal configurations, pistol, rifle, SBR so in short you can still have pretty much any AR you want |
