What is the legality of shipping a complete lower to a FFL in Maryland? I know stripped lowers can be shipped, cannot find anything about complete lowers.

No difference between a stripped lower and a completed lower.

Has to be shipped via FFL just like a handgun or stripped lower.

No difference between a stripped lower and a completed lower.

Even if the complete lower has a stock on it? It used to be the rule - if there was a stock it was a 'rifle'.

Not 100% true. You can ship your handgun/lower to a manufacturer for repair/service directly. And they can ship it back to you directly also.
