My mother lives in MD and asked me about taking the HQL. I read some info on it and wanted to confirm some things.
Do you not have to have the HQL if you only have C&R firearms?
Are handguns owned prior to 10/1/2013 grandfathered in?
Does it make a difference if you take the HQL course with a semi auto vs revolver/derringer?

HQL is only for the purchase of handguns after 10/1/2013.  C&R handgun purchases are exempt if you have your ffl type 3.  The handgun used for the HQL class does not matter, you are only required to fire 1 shot.

C&R handguns are exempt from needing an HQL to purchase.  The buyer DOES NOT, I repeat, DOES NOT, need a C&R license (FFL03) to make them exempt.  C&R handguns are exempt from needing an HQL regardless of whether or not the buyer has a C&R license.
