Are lowers still good to go? Have they now gone from being regulated to cash-and-carry since the only way you can legally build them up is to put an HBAR on them?
I saw that my local dealer is selling 80%s, so I'm wondering, initially I assumed you wouldn't be able to buy a lower anymore. |

MSP has said they're not legal, the only exception might be a lower which says "Colt AR-15 Sporter HBAR"....or whatever the caveat is in the banned list. An 80pct lower is another gray area...buying one should be fine, but making a gun from it after October 1st wouldn't be kosher. |

Though who can prove it was made before or after Oct 1st is anyone's guess. I would say cash and no paper trail would be advisable if you go that route. |
