last spring i set a game feeder in northern MN on my uncles land for wildlife. The feed is close to a property line. NOONE hunts his land not even him we hunt 5 miles away, but the neighbor set up a deer stand over looking the edge of his property. How many feet away does a stand have to be to Not be baiting? I think he saw my food plot and feeder and thought he could score a easy bucks that have been hanging out.
Kinda makes me upset that a guy sets up a stand after i have spent many hours and hundreds of dollars for him to take the deer.

What wildlife is the game feeder specifically for?

I may be wrong, but lets see......

You put a feeder out for wildlife on a property that no one hunts.  Since its close to another property, someone places a stand on his side of he property near the feeder. It looks as if he is hunting over bait, however he did not place that bait there.

From the regs....

HUNTING METHOD RESTRICTIONS
Hunting Deer With Bait is Illegal
Hunters are not allowed to take deer with the aid or use of bait. “Taking” includes attempting to take.
Definitions
• Bait – includes grains, fruits, vegetables, nuts, hay, or other food that is capable of attracting or enticing deer and has been placed by a person.
• Baiting – means placing, exposing, depositing, distributing, or scattering bait that is capable of attracting or enticing deer.
Important – Liquid scents (example – doe in heat), sprays, salt and minerals are not bait if they do not contain liquid or solid food products.
NOTE - read the ingredient label on all products prior to use. Many products contain food or attractants such as grains, fruits, and sugar derivatives (glucose, dextrose, and fructose). If a salt or mineral product has anything other than salt or mineral in it, it is illegal to use for hunting.
A person otherwise in compliance with this section who is hunting on private or public property that is adjacent to the property where bait or food is present is not in violation if the person has not participated in, been involved with, or agreed to baiting or feeding wildlife on the adjacent property.

Now the issue I would see is if your asking how far a stand has to be from a feeder to be considered baiting, then I would presume that you placed that feeder there to attract deer, which might be looked at as this.......

HUNTER/TRAPPER HARASSMENT PROHIBITED
A person may not prevent or disrupt another person from taking or preparing to take a wild animal. A person may not disturb wild animals with the intent to prevent or disrupt another person from hunting. Placing bait for the purpose of preventing or disrupting another person from lawfully hunting deer would be considered unlawful under the hunter harassment laws.

Yup, from what I know of how the baiting laws work, that's perfectly legal.

I have the game feeder for deer and birds. My grandparents live at the house (uncle has two homes) and this house is on 130acres. Neighbor has 130 acres too, and his house is in the middle of his land. He has a big stand ( 6x6 shelter sitting 14 feet in the air.) and he has been moving it closer and closer to the edge of the of the two property, and this year he has moved it over 300 yards close to the line.

I would wonder if the guy would be inclined to shoot the deer at the feeder, on your grandparents property. Then cross over to get it.

he is hunting the game trails to and from the feeder, thats what I would do. Feeders alter natural movement of game.

I see 2 simple choices. You can move the feeder, or instead of being the typical Minnesotian passive-aggressive, you could go talk to the neighbor. Mention that you have noticed his stand moving closer to your wildlife feeder every year and see where the conversation goes.
