I Just heard that Bevin appointment Representative John Tilley as head of the Justice Cabinet.
I am somewhat surprised he is appointing a democratic Representative to this post. I personally do not have any issues with Tilley as he has been a big supporter of the Justice cabinet. I am just curious what the rest of you think |
| A very shrewd move on Bevin's part. It removes one Dem. from the House, and a very powerful one as well. Tilley chaired the House Judiciary Committee. Most of the gun related bills in the House were assigned to Judiciary. The Dems. still control the House and there is no way of knowing who will replace him, but it is a good bet that the replacement will not not have Tilley's skill and influence. The Chair of the Judiciary will pass to some other Dem., but once again, he won't have the stature of Tilley. As a Cabinet Secretary Tilley will work directly under Bevin and can be controlled. In the House he could do as he pleased and only reported to Stumbo, with whom he was very close. Beshear did the same thing when he appointed David Williams to a judicial vacancy a few years ago. Williams, a Republican, was President of the Senate and a real pain in the ass for Beshear. He was given a judgeship just to get out of Frankfort and state government. The bottom line on this appointment is the Dems. in the House are weaker, because they lose an experienced, well respected man. The Bevin administration gets a talented, well respected cabinet secretary and maybe the voters of Christian and Trigg Cos. will send a R to fill Tilley's House seat. Now, if Bevin could just find a job for Stumbo......... |

So I think it maybe good appointment for the reasons you mention and hopefully he will be good in that position. |

Even though Bevin can direct him to do things, it seems Tilley could still make things difficult for gun owners and CCDW holders if he wasn't that gun friendly. |

| I wouldn't call Tilley anti-gun. He is a very competent, intelligent man. He is not rabidly pro-gun either. He seems to believe in the right to own and carry guns, but with some restrictions. The number and extent of those restrictions is where Tilley and I have differences of opinion. Also, he is not one to debate the value of his opinions. No one is likely to convince him to change his mind. I doubt that he will or could harm gun owners as Secretary of the Cabinet for Justice and Public Safety. He can't make laws. He must obey the existing law, just like the rest of us. Besides, most of the existing gun laws went through his committee. I don't have any problem with the laws that got through Judiciary while Tilley was the Chair. My problem is the ones that never got a hearing and were never passed. I think many of them should have passed, but its hard to blame Tilley. He was just following the direction of Stumbo and the rest of House Leadership. Could Tilley have done more? Probably, but he could have also lost his Chairmanship in the process. I doubt his replacement will be as good. That's what we have to worry about. No matter who is the Governor, the Dems and Stumbo are still in charge of the House. Until that changes, don't expect any big improvements in our gun laws. We will probably get some little perks that they hope will keep us happy, but nothing substantive. We need to worry about who will replace Tilley. Darryl Owens and Brent Younts are Dem Vice Chairs of that committee, now. Either of them could move up. Owens would be disaster for gun owners. Younts is better, but not much and he is no Tilley. The thing that keeps me awake at night is that Mary Lou Marzian is also a member of that committee and she is easily the most anti gun member of the General Assembly, and proud of it. |

I'm sure the Democrats know how terrible of a choice "I have an F rating from the NRA and I'm proud of it" Marzian would be and how bad she would make them look. If they didn't care about anything else and just wanted to stick to the Republicans they could make her the Chair. Beshear and Stumbo both seemed really angry about the loss and that Tilley took the appointment. As for what Tilley could do, just look at Illinois and New York. I have family back in Illinois, which requires a Firearms Owner Identification Card just to be able to possess a firearm inside your own home. Police departments, usually around Chicago, have taken it upon themselves to look for licenses that expire and then conduct searches of peoples houses looking for the firearms; if they find any they confiscate them and then arrest the owner. New York seems to be doing something similar with 4473s and SAFE act compliance. They aren't changing any laws, they are just enforcing them a strict to the letter of the law as possible. Thankfully we don't have too many laws like that here but stricter enforcement or turning a blind eye to tougher controls that Lexington or Louisville might try to put in place could still make things difficult. Again that would aggravate just as many Democrats as Republicans so I'm not too worried about it. Issues like that is what prompted my concern since I wasn't sure why Tilley never seemed to want to move gun bills. |

Do you all know why these legislators convert over to employees in state govt.?
Normally legislators are considered part timers but as they get re-election over and over, they build their numbers of years of service....but only as part timers. When they get a regular state govt. job such as the head of some department or Secretary of something or other or what have you... that time converts to regular years (such as if you had 20 years part time as a senator and then converted over to regular job, then you get 20years full time experience, which in state govt. guarantees you free health care for life) Guess who came up with that and passed it through the legislature....they did. So for three or four or so months a year they can do the legislative thing, then when they get enough years under there belt, they get a state govt. job and then can retire and have full pension. Nice huh. |

Nice huh You forgot one other thing. Tilley tripled his salary. Not a bad pay raise. I'm not surprised that he took it and I believe that any surprise or disappointment by Stumbo or Beshear is fake. Why would Beshear care, anyway? He's out the door. |

How does Tilley taking the job as Secretary of Justice and Public Safety distroy Beshear's legacy? What legacy? His legacy of huge debt increases or his legacy of a failed health care system that was bound to fail no matter who won the Governor's election? I can't see how Tilley connects to either of these. Of course, Beshear wants to see Bevin fail. That's politics and liberals are never gracious, but how does that relate to Tilley? |

Tilley's a good guy, that's probably a lot more conservative than some of the Republicans we keep re-electing. Tilley would not be a Representative if he had ran as a Republican, just part of the small town political game. I think Bevin was just as surprised at winning as most everyone else was and didn't have anyone preselected for most of the Cabinet positions. From what I've seen he's appointing the best people for the job, not paying back political favors.
