The device at the end of an SVT-40 is not a flash hider, it is a muzzle break.  Also, it is pinned on with the front sight assembly, and there are no threads on the barrel.  And lastly (or probably most important), all are undeniably made before 9/13/94!

The earlier versions had flash suppressors. Not too sure if the sniper models ever had breaks on them.
I'm sure not all of the have been converted.

Obviously, prebam status exempts these features anyway.
