No, only for those rifles with no bill of sale or DPS-3.
Notarization is for the affidavit stating the rifle was purchased legally before the deadline.

Yes.  There is a place on the form for a notary seal and signature

The DPS414C does require notarization.

Yes, my mistake. I looked and there is a spot for the seal. Did my paperwork so long ago this past summer I forgot. Sorry Nutter, and thanks for the correction guys.

i guess i understand but if i am providing a DPS-3, then , why do i have to have it notarized?  who would be lying, on an official form that they already have a copy of?
I guess my question more simply asked would be
"who has filled out the AW form with a copy of the DPS3 without having it notarized" and having it been accepted and returned?
if this is you please respond. if you had all the paperwork and still had it notarized please respond. if you did not, please respond

The DPS 414 needs to be notarized.  If you did NOT have a DPS-3 or proof of purchase - you would need an affidavit letter notarized as well saying you possessed it prior to 4/4

The AW registration form has to be notarized. You only need a notarized affidavit if you can't find your DPS-3 forms.

It doesn't matter if your providing a DPS-3-C form, a sales receipt, or a sworn (and notorized) affidavit. The dps-414 form ITSELF has to be notarized. In addition to the "place notary seal here" area, there is even a box for their signature and other info UNDER where you put your signature.

I thought the new law required a medium sized binder clip and that failure to comply was a class D felony.

Does a medium sized binder clip accept more than 10 forms?  If so, then I believe the law requires the use of a small sized binder clip.

(b) Except as provided in this section, on and after the effective date of this section, any person who, within this state, distributes, imports into this state, keeps for sale, offers or exposes for sale, or purchases a large or medium sized binder clip shall be guilty of a class D felony. On and after the effective date of this section, any person who, within this state, transfers a large or medium sized binder clip, except as provided in subsection (f) of this section, shall be guilty of a class D felony.

<snip>

(f) Any person who declared possession of a large or medium sized binder clip under this section may possess the large or medium sized binder clip
only under the following conditions:
(1) At that person's residence;
(2) At that person's place of business or other property owned by that person, provided such large or medium sized binder clip contains not more than ten forms;
(3) While on the premises of a target range of a public or private club or organization organized for the purpose of practicing shooting at targets;
(4) While on a target range which holds a regulatory or business license for the purpose of practicing shooting at that target range;
(5) While on the premises of a licensed shooting club;
