Is a screw in place so different shooters can adjust the length of pull legal or does the stock need to be permanently pinned?
Can a muzzle brake need to be welded and pinned or can it be just pinned?
Thank you in advance

If you can use tools that are normally found in a house; screwdriver, allen wrench, etc to change the stock, its not legal....so pin the stock.  Blind pins are the safest route to go with the stock, if your looking for no legal issues.  From what I've read the brake must be pinned AND welded, this needs to be pretty much permanently on, so you cant really remove it.  With the stock, there are really no set rules for what's "fixed", so in theory you could put a screw there (BUT I WOULDN'T)  unless you want to be a test case .

Also make sure your bayo lug is shaved off, or you might not have an a2 front sight post

Use the ATF regs in place during the Clinton era to be on the safe side.
A screw would be a bad idea.

It should be noted that my post ban Stag AR which was bought NIB in CT has a Allen head type bolt that can be removed to remove the stock. There is only one hole in the buffer tube portion so it cannot be adjusted to any other position. Now of course the moment one decides to drill and tap another hole the stock would become adjustable and would be an assault weapon.

Here is what the fixed stock looks like...

Edit to Add: Then there is the whole issue of pinning an adjustable stock to a post ban lower without violating the AWB language, specifically part 2 of Sec. 53-202a where even having the parts or combination of parts designed or intended to convert a firearm into an assault weapon which can be rapidly assembled if those parts are in the possession or under the control of the same person.
