Is it legal for sombody from MA to buy an AR-15 (pre-ban) from an individual (another state) with high capacity mag's (all pre ban).  Transfer would go thru an FFL in MA

Huh?

Transfers of GUNS go thru FFLs. FFLs are NOT needed to "transfer" mags. There are no S/Ns and no registration requirements in MA. They simply MUST be mfd pre-9/13/1994 to be legal, that's all . . . plus the buyer MUST have a MA LTC.

I've bought pre-ban AR mags thru ARfcom before, sent check and received package in the USMail. That's all (he should have asked for a copy of my LTC, don't recall if he did or not).

Since Most MA FFLs sell pre-ban AR mags for $30-50 (yes, I've seen them priced that high), they are UNLIKELY to want to "transfer" pre-ban mags to a MA Resident . . . they'd much rather sell theirs (that they pay $10 for from a Free State) for those horrendously inflated prices.
