if i buy a complete upper from someone out of state, can it have a bayonet lug?  Im thinking not.  Do i have to have it removed and the flash hider pinned if i want to use it?

Get rid of the lug and pin a brake on before you bring it in state unless you have a preban lower. Having a ban configured upper and a post ban lower is what I think the feds call "constructive possession" even if they're not attached.

thanks that what i was thinking.  guess ill have to lurk around trying to find a ct legal upper somewhere

Any upper can be a CT legal upper.  Just cut the bayonet lug off and pin a muzzle brake to it.
