Am I correct in understanding the law in that I can keep a long gun in my vehicle as long as there are no rounds in the chamber or magazine?

Are there any local shops that sell gun scabbards?

I was thinking about keeping a gun behind the seat of my truck.  In a regular cab pickup this would be stuck between the bench seat and the back wall.  Next to impossible to reach while driving.  My original thought involves a scabbard hung behind the seat and a few rounds in the glove compartment.  Plan B involves sticking the gun in the toolbox with some rounds in the glove box, which I'm pretty sure is no problem but I'd rather have it behind the seat.  I don't have my CCW if that affects the answer.

Title 21 Section 1289.7 of the SDA concerns carrying firearms in vehicles.  The part that I think says that I would be legal reads,

"Any person, except a convicted felon, may transport in a motor vehicle a
rifle or shotgun concealed behind a seat of the vehicle or within the interior of
the vehicle provided the rifle or shotgun is not clip, magazine or chamber
loaded. The authority to transport a clip or magazine loaded rifle or shotgun
shall be pursuant to Section 1289.13 of this title."

as for rifle cases etc, walmart, academy, basspro etc.
