Most of the guns they get on the buy back programs are junk, quite often most of them don't work, have missing parts. The functional guns that get melted down are usually confiscated from criminal investigations or recovered stolen property that was not recovered by the victims. A big show but not much go, the big shame is that they will often destroy rare or collectible stuff that could be sold to collectors for big bucks, of course California never has any money problems with the government!
