Need to find a place to qualify for my HR218 in the Virginia Beach area. Any help would be greatly appreciated.

Colonial Shooting Academy.  Great facility and they should be able to accommodate you.

I don't think that would work. As I recall, the qualification has to be done and certified by a LE agency.

I don't think that would work. As I recall, the qualification has to be done and certified by a LE agency.


It does not have to be done by a LE agency.  The NRA does HR218 quals as do other instructors throughout the state.  Once you get qualified by a certified instructor it has to be sent into the state for the LEOSA ID Card.

As I understand it, the state no longer issues an LEOSA qualification card for retirees (though perhaps there are exceptions that I am unaware of).

I have mine done at the NRA range in NOVA.  In times past they sent my paperwork to VA DCJS and I got a qual card from that agency.

Nowadays, the NRA just gives me a qual card that it prints itself.

I would prefer the card I used to get from the state, but I'll take what I can get.

Are you a Virginia Retiree or from out of state?  What does the NRA charge for the qualification?

I'm retired federal.

IIRC, initially H.R. 218 only allowed DCJS or the retiree's former agency to certify quals.  A more recent change to the law has allowed others to do it as well.

I wouldn't be surprised if DCJS took that opportunity to stop doing it for all the feds in the state, but maybe is still doing it for Virginia state and local agency retirees.  If so, they're doing a good job of keeping it a secret.

The NRA Law Enforcement Division does not charge anything for the qual.  As far as I know, this is only done 2 days a month at the NRA range in Fairfax VA.

I've been told that any NRA certified firearms instructor can do the qual, but I haven't looked at the updated law so I'm not sure that's true

Per the DCJS info linked above, only a DCJS or a NRA Certified Law Enforcement Instructor (my underlining) can do the qual.  Per the NRA, some questionable instructors are out there doing the quals.

I just went through the Qualification at the NRA.  It was quick and the NRA LEO staff were great.  At the end of the qual they give you your LEOSA Qual card that fits right in your wallet.
