Quick and sweet:

Does Virginia collect income tax from an individual who works for a company headquartered in Virginia, but the person is (1) not a Virginia resident, and (2) does not work in Virginia?

It's been a while since I had to manage out of state employees, but they didn't at that time. Don't believe it has changed.

ETA: I also just realized I have a guy on me team who is in that exact same position.  I asked him and he says he does not pay Virginia income tax.  Sweeeeeet

Nope.  I am a resident of WV and work in PA, and for a while I was with a contractor whose HQ is in Reston.  I paid only WV income taxes.

This is why DC has been pushing for a commuter tax.  A lot of folks work in DC but live in MD and VA, and DC can't tax their incomes.

Virginia and the states around Washington, DC all have agreements to tax you based on where you live.

When I lived in DC and worked for a VA companies, one witheld DC tax, and the other didn't withold anything.
