| He should be able to. But the transaction has to comply with the laws of both states. I don't think CT has any unusual restrictions on possession of long guns generally. I do not, however, believe that any firearms that would not be legal in CT could be sold to a CT resident (AK47-type, FAL-type, etc.) I'm not 100% certain about that. |

According to the latest ATF book, an "out of state" student is considered a resident of the state where he attends college while he is actually attending that college. He is considered a resident of his home state during those times when he is living at home, i.e. summer vacation. So legally, that "out of state" student from Connecticut can purchase any kind of firearm in Virginia while attending school here.
HOWEVER... Virginia law says he must have either a Virginia Driver's License or an ID Card issued by an agency of the Commonwealth of Virginia to use as his primary identification. Also, there is no requirement that the sale be in compliance with both Virginia and Connecticut law, since the student is considered a Virginia resident, not a Connecticut resident who is making an out-of-state purchase. |
