There wasn't much of anything we wanted moving. Our cleanup trailer bill will be described below as I copied the Alert that Valinda put together for IllinoisCarry. The anti-gun folks are very upset that they didn't get to put some of their crap on this bill. After all, "they "gave" us Concealed Carry"! We were told there couldn't be anything considered "a gain" in the bill so the other side didn't get to put any of their gains in it either. The fix for the shooting complex at Sparta was that there would have been a list of ALL register shooters turned in to the ISP so they could sell long guns to anyone wanting to buy. We explained to everyone up and down the food chain in Springfield that gun folks don't want any more to do with the ISP than necessary and it could cost participation.. They finally got the message and we told them how it could work and the language was changed.
It was a very hostile environment and if it wasn't for the Sparta fix, we most likely wouldn't have gotten any fixes done. I don't expect much movement on gun issues for a while as the anti-gun folks feel they have to "get something too". We won't trade out existing rights to get new ones... As far as suppressors, I think it is going to take more education of the public. We have folks from our side in Chicago against them saying that gang bangers will use them to kill cops!!! Some legislators are saying "no one has called my office wanting them". So, if we ever expect to get them, we will have to change minds and create grass roots support. We were in Springfield from Tuesday till Sunday night...In Mike days, that is about 3 weeks. (the stupidity and politics suck the very life out of me) Mike Valinda's Alert: Illinois Gun Owners Succeed! Firearm Concealed Carry Clean-Up Bill Passes 43-8 SB836 Headed to Governor's Desk SB836 passed both the House and Senate over the weekend and now heads to Governor Rauner's desk. He is expected to sign the measure which is a list of technical items needed to improve the Firearm Concealed Carry Act. We are disappointed that provisions for non-resident military service members to qualify for CCLs, concealed carry while hunting, and clarification of due process were removed from the bill before it would be allowed to pass to the Senate. We will need to continue to push for these measures. The following improvements were included in SB836: 1. Provides an appeal process for persons denied a FOID card because of minor developmental disabilities. This is an initiative of mental health professionals seeking to remedy an injustice identified in existing law. 2. Combines the function of the FOID Card and Firearm Concealed Carry License for purchase and possession of firearms and ammunition. Licensees will only need to carry their CCL. 3. Clarifies the "duty to inform". Presentation of a concealed carry license to law enforcement is sufficient to fulfill this obligation. 4. Clarifies that the waiver of privacy in the Firearm Concealed Carry License application shall be limited to information needed to determine licensee's eligibility. 5. Allows emergency personnel and peace officers to secure a firearm when deemed necessary for safety. 6. Adds an exemption to the Unlawful Use of Weapons Act to avoid misunderstandings about a Concealed Carry Licensee's authority to carry a firearm. 7. Allows a licensee to exit his or her vehicle in a restricted parking lot without first unloading, for the purpose of storing the firearm in the trunk. This is the original "safe haven" concept that was inadvertently left out of current law, and provides an increased measure of safety. 8. Allows the sale of long guns to nonresident competitors at the World Shooting Complex, not subject to the 24 hour waiting period. This revenue generating measure is still subject to background checks and other appropriate safeguards |

At this point, the best thing we can do is get noisy with the legislators. Talk to them and your friends about things we want and need. They and the public need educated about suppressors...their costs, limitations, and actual benefits. With the legislators, we can't make it just a logical discussion, it also has to be a political discussion on what the constituents want to make them happy. Our biggest disappointment in the trailer bill was not getting the stationed here military CC problem fixed. We worked very hard and pushed every button we could push to get that done. As of now, it will be up to our (slow moving) lawsuit to fix it. |

There was a time I argued against term limits since I always thought that if you had someone you liked you should be able to keep them. I no longer believe that. If you found one good one you can find another. In this state I'm not sure it would matter though. Even if every Republican always votes our way it's not enough to change outcomes very much. |
