Yeah I am crying because I didn't get any email. I was one of the original 50 approved, then back under review. Today is a f5 day.

There is a report that last night the server was down for maintenance. Then when it came back up the emails went out so hoping it all isn't a mistake.

What's more, if permits are not in hand on or before the statutory deadline our only recourse is the courts. This ain't rocket science. Not sure why anyone believes a single word ( or email ) that comes from ISP at this point. They're proven repeatedly to not be trustworthy...

What are the permits going to be like; simple paper, or laminated like a DL or FOID?

I remember. It wasn't 'early' though.  When they accepted our applications the 90 clock started running. The only questions left are if they will meet that deadline and if they don't who's going to be the first to try and do something about it via the courts.

The system was down for maintenance last night, and the emails went out toward the end of the announced downtime.

My bet is that the emails were inadvertently sent, probably as part of an automated process that began running after a server restart or something like that.

I do not see that as a viable option for anyone . Who has the money to start a suit ?? As slow as the justice wheels turn someone will have a permit long before a court date is issued .

I expect we'll see nice weather before we see permits in mailboxes. My guess on the first permits showing up is 12/18 + 90 days +- 10 days.

With recent events I suspect they will print the permits on day 90 with that as the expiration date, and put them into the mail as convenient after that.  Not to give them any ideas but they might be using a card printing contractor in Alaska and mailing the cards last-class mail bulk rate.  Their email says they make take 30 days after approval to send out the permits.

Reports are that ISP purchased equipment to do the FCCLs and FOIDs in-house and installed it at the Academy. I'm still impressed with how the ISP has been doing with this, IMO any slow walk is likely due to their political overlords, not the rank-and-file ISP employee.

Concealed carry permits may come in March, few under review

Posted: Jan 31, 2014 12:26 PM CST
Updated: Jan 31, 2014 12:31 PM CST

CHICAGO (AP) - Police across Illinois have objected to just 236 applications from people seeking to carry concealed weapons out of 33,631 submitted to the state police.

The Chicago Sun-Times reported Friday that a state licensing board will consider objections within 30 days of a police department filing one. The board has a former judge, two former prosecutors, three former FBI agents and a psychiatry professor.

The first licenses to carry concealed weapons could be issued by spring, the (Arlington Heights) Daily Herald reported Friday.

"We're probably looking at some permits being issued after the first couple weeks in March," Illinois State Police spokeswoman Monique Bond said. "It's a possibility."

The Cook County Sheriff's office has filed the most objections in the state, with 120. The Chicago Police Department has only filed seven.

"The process for reviewing applications is rightly time-consuming and requires multiple levels of hand entry into various CPD databases," police spokesman Adam Collins said. "We are prioritizing reviews by the application due date and more than 96 percent of the applications remain in our 30-day window for review."

Nearly 8,000 applications had been submitted by Cook County residents through Thursday. That's the most in the state, although smaller counties in other parts of the state have a higher percentage based on population.

Cook County Sheriff Tom Dart has assigned 25 employees to screen concealed carry applications filed by anyone who has lived in Cook County during the past decade. They scan for arrests for gun- or gang-related crimes or violent offenses, along with any history of domestic violence or mental illness.

Dart spokesman Frank Bilecki said the office has identified a total of 360 applications to which it plans to object.

The licensing board must report to the governor and General Assembly on the number of objections it receives and the reason for any denied license.

Illinois was the nation's last state to adopt a law allowing the public possession of concealed weapons when it was approved last summer in response to a federal court order. Applicants must pay a $150 fee and take 16 hours of training -- most in the nation.

Glen Ellyn instructor Jim Appleby said his classes -- full with 30 students each last fall -- have 15 to 20 apiece lately.

"I've had a few students complain that they have to do 16 hours of training," Appleby said. "But after the class they're glad they did it."

You know what's going to suck.  Someone who got objected to right off the bat, will get thrown to the review board,  who could conceivably deny the objection and approve the permit. That person could get their permit faster than everyone else waiting on the ISP.

Something else to consider.  You want cronyism?  If the wheels were greased, they could issue a permit in probably 2-3 days in that fashion. Someone applies, local police objects throwing it to the review board, who immediately denies the objection and permit is issued.

Been saying that for a while. The latest stunt with all of our approved applications going back to under review confirmed it for me. I'm convinced if the people doing the actual work had been left alone to do their jobs I'd probably have a permit in my pocket right now.

Someone might want to get Ms Bond a copy of Illinois Public Act 098-0063.

Except as otherwise provided in this Act, no later than 90 days after receipt of a completed application, the Department shall issue or deny the applicant a license.

It's a possibility? My 90 days is up on March 18 and it's the same for many others. Unless they plan on denying a whole bunch of instructors just to stall a little longer your damn right they should be issuing permits by then.

So does this mean that if you lived in Cook County for a couple years, then moved to say Will County, that you have to be screened by Cook and Will?

The local screening is optional by local police.  I'm sure if Cook County had someone on their "deny list" that showed up in another county, they would either object or let that law enforcement know of the reason for their objection and it would be up to them.  The 30 days is all that is given for the objections no matter where you have lived.
