Next week, the Illinois House will consider extreme anti-gun legislation that will ban commonly owned semi automatic firearms and standard capacity magazines. The particular language will most likely be attached on the House floor as amendments to shell bills, so no language is currently available.  While under a federal court order to pass a state Right-to-Carry law, anti-gun Chicago politicians continue to play games with your right to self-defense.  Rather than working on measures to reduce violent crime, they continue to play politics and attack the Second Amendment rights of law-abiding citizens.

The NRA-ILA will continue to send legislative updates as details become available.  However, it is of the utmost importance that you act NOW to stop this gun and magazine ban and registration scheme.  Your action stopped these attempts in Springfield earlier this year and it is important that you stay vigilant!  Contact your state Representative IMMEDIATELY and politely urge them to oppose the banning of any semi-automatics or magazines.

The only reason they were debating a CCW law last week was that at some point they had to.
The Chicago area reps. are going to push hard for a state awb, and mag. capacity ban, etc.  
We have to be vigilant in watching any anti-gun bills.  Just because a bill has very few sponsors signed on, doesn't mean it won't go quickly to a committee, and possibly end up for a floor vote.

I haven't seen the text but I'll comment on it - if it originated on Munoz's desk it's probably a trap for law abiding gun owners full of pitfalls, prohibitions and exclusions but with plenty of exemptions for law enforcement.

(3) has particularized need.

$100 fee. License valid throughout the State subject to prohibitions for 4 years.

Creates the State Police Firearm Services Fund for duties under the Firearm Owners Identification Card Act (FOID), concealed carry licensing,


A little pricey, but doesn't sound too bad, right?

(e) An applicant shall sufficiently demonstrate, in the judgment of the Department that:
(1) he or she has a particularized need for the license;
(2) he or she is a responsible person; and
(3) the issuance of the license is in the public's interest
.

(16) written agreement that, if the person is approached by a peace officer while carrying a concealed firearm under the license, the person will immediately inform the officer that he or she is in possession of a firearm and a license to carry a concealed firearm, and will submit to a pat down search and allow the officer to  take possession of the firearm for the duration of the  encounter;
(17) written consent to submit to one or more field sobriety or chemical tests to determine the presence of alcohol or drugs, at any point when the person is carrying a concealed firearm and the person is approached by a peace officer who has a reasonable suspicion that the person is  under the influence of alcohol or a controlled substance;

(18) proof that the applicant possesses the same powers of eyesight as required for a driver's license under Section 6-109 of the Illinois Vehicle Code; and if the applicant does not possess a current Illinois driver's  license, the applicant may present a current optometrist's  or ophthalmologist's statement certifying the vision  reading obtained from the applicant;

(g) Each application shall contain the following statement: "NOTICE: A person who has been issued a concealed carry license by the Department of State Police and who is in possession of a concealed and loaded firearm shall be deemed to have given consent to a chemical test or tests of blood, breath, or urine for the purpose of determining the alcohol or drug content of the person's blood, if a police officer has reasonable suspicion to believe that the licensee has consumed any amount of an alcoholic beverage or drugs based upon evidence of the licensee's physical condition or other first hand knowledge of the police officer. The test or tests shall be administered at the direction of the arresting officer.".  
The law enforcement agency employing the officer shall designate which tests shall be administered. A urine test may  be administered even after a blood or breath test or both has been administered.

g) A licensee shall only carry a concealed firearm similar to what they were trained with under Section 70.

Section 70. Applicant training.  
(a) The Department shall, by rule, approve or disapprove training programs for the firearm training course, which shall be taught by a qualified instructor. Qualifications for qualified firearm instructors shall be set by rule. The firearm training course shall be conducted by entities, by a qualified instructor, or by an agency licensed under this Act, provided the course is approved by the Department.


Notice the specific omission of length, content, or any other specifics.
