Google says its an unlisted cell number. unless you can get a PI or LEO to look it up for you your pretty well hosed.
bet you it turns up to be a pre paid number too...
best thing depending on the dollar amount is to contact your local authorities and if you sent a PMO the post office

You can complain to Paypal and find out what happened to the payment. Also file a complaint with ebay. Also file a complaint with AG Madigan's office. They will probably tell you that they cant do anything, but they keep track of this for the future....

Go through the steps on Ebay and Paypal both. If you used Paypal normally and didn't send payment as a gift You should be able to have your $$ refunded. It will take some time, but it's worth it.
