Hypothetical question- so please don't argue the possibility of this actually passing:

If a bill for a IL "shall issue" or even "may issue" CCW permit passed IL legislature but had the following clauses:

1- Each permit only allows legal carry of weapons that are registered under the permit. As in, each CC permit is linked to specific serial numbers with description, caliber, identifiers.

2- Each linked and registered firearm must submit to ballistic fingerprinting by a authorized law enforcement agency, with the end user paying the fingerprinting fee

3- Persons charged with Unlawful use of a weapon in connection with their ccw registered weapon would be subject to higher penalties than normal

4- Person must have a valid IL FOID, pass background checks, etc and other typical regulations for CCW including taking a concealed carry course

Would you still be interested in obtaining the IL CCW?



My answer: I would still be interested, even with the hoops to jump through.

Yeah, so would I - and then I'd start lobbying for amending the statute after passage.  There's a long history of liberalizing stuff like this, and it would be a foot in the door.

The way I see it, these statutes would make it very hard for anyone to say that this is not a self-defense measure.

Clause 2 and 3 makes it very hard to criminals to get away with using a legal weapon. I'm not even worried about later amendments as much as immediate safety.

On Friday night, I was sitting at home on the south side of Chicago when I heard a gun-shot go off. Called CPD to report it in, and it took em about 7 minutes to arrive on scene. When seconds matter, the cops are only minutes away, and it's quite scary to contemplate. I am currently thinking of the pros and cons of registering my Mossberg 500 in Chicago...

Shit - this weekend has AT LEAST 22 people shot - 1 killed as of Sunday evening
22 wounded by weekend gunfire; 1 man killed
Police say nearly half of shootings appear to be gang-related



We need CCW but won't be getting it through the legislature - the courts are the only way it's going to happen.

the only problem is if you have more than one firearm you carry i.e if you have to have one for each firearm it could get very problematic and expensive

not a bad idea but how much does the "fingerprinting" cost?

[red]not if charged but if convicted..it's waay too easy to "charge sombody with something in this state...like the poor bastard who gets the restraining order put on him during his divorce because his soon to be ex wife's lawyer says she needs to do it (even though he has done nothing wrong or threatning)this is something that is just about a by the book thing the lawyers pull around here[red]

there needs to be a way to combine them(foid and ccw) or you would need to carry one more piece of ID so along with your state recognized drivers license you have to carry your FOID and CCW permit

I would be very interested...I had even mentioned a higher fee for a ccw thinking that might motivate some individuals upstate..you know to help with the negative budget Illinios is famous for....
and manditory training at least one a year? wouldn't bother me either. like a 4 hr class.

I was thinking for clause 1- you can have multiple guns registered per CCW. But if you're caught carrying a gun that's not registerred to the CCW, it's still a crime.

2- I have no idea how much fingerprinting actually costs.

3- And I agree, convicted, not charged.

4- The CCW supercedes the FOID. Having a FOID does not allow you carry, but having a IL CCW is equivillant to a FOID. Or, the FOID can be modified to include a space for CCW information for those who have successfully applied.


I'm thinking if I bring this up with my local rep, whether or not she would propose it at legislature. petition time?

Sounds like Daley came up with this
