Does FOIA/FOIL apply to code enforcement?

What are you wanting to know?

Odds are it does, since it is a form of govt., excluding special applications for certain licenses, that will contain extensive personal/business info.

Let me guess, someone reported you, and now you want to know who it was?

I don't think the information you are seeking would be provided. The FOIA still protects an individual citizens privacy IIRC, the name and address of the reporter, for instance, would likely be blacked out when you finally got your request back.

So what are you trying to find out?

Nailed it, problem is the citation (or whatever you wish to call it) states "inoperable" vehicles.  I don't possess any vehicles that don't work/run.

This happened a few years ago with a neighbor that didn't like me.  They would report bogus stuff to harass me, once their rent contract was up and they moved out of their government assisted home the reports stopped.  Fortunately I was home when the code enforcement person visited and was able to talk to them about the "violation."  This time around I just found a paper on my front door.

I don't care to know who it is but I do want to see exactly what is reported in case I'm being harassed again.  If it was a nosy neighbor or someone who is unsatisfied with how I keep my home then I'll just have to talk to code enforcement to find out exactly what they expect.  Pisses me off since I bought a house where there isn't a HOA for this reason.

EDIT:  Nevermind - explained the situation to code enforcement.  The code enforcement person related the reported info sans personal information.  Neighbors are mad I have cars parked on the side of the house that faces theirs (just moved them this weekend).  Unfortunately for them, they are registered and in working condition so I'm not breaking any ordinances.

Must be nice.  If i bring my 31" RV home to load to go camping with, i get a ticket within hours.  I pay almost 800 a year in Registration, and its against the law for it to sit on the street.  MY dad visited once, made the mistake of parking facing the wrong direction a couple weeks ago.  Was only their 2 hours and he got a ticket.  I wish i know who was reporting it.  I have no HOA either.

Noone may be reporting it, but if you are in the city, the parking Nazis show NO remorse!!! They drive neighborhoods looking for good people to write tickets to. They are told not to talk to someone to fix the problem and just write the ticket.

Agreed, the city "Meter Maids" are evil.  They LOVE handing out ticket.  Just one of the many reasons to move out of city limits.

It's nothing personal, they've just been tasked with collecting taxes.

The code enforcement is so backed up they only respond to reports.  I watched my cameras (and I didn't lose the data or anything, yes I'm bitter about Costco).  The code enforcement truck came down the street ignoring more obvious violations and parked next to the curb (at an angle).  Got out, took a picture of the yard and walked up to my front porch.  Gave a cursory glance at the yard, peeled a paper (that had obviously already been filled out, as there was no writing action on film) and pasted it on my front door.  Got back in and drove off (left the neighborhood as the footage shows).

I bought in a non HOA area so I wouldn't be hassled with these issues.  There are other people on the block (and on other blocks nearby) that take worse care of their yard/house and keep trash in the side yards.  Kids play in the streets, basketball hoops are on drive ways and in cul-de-sacs.  Thing is - that's how I grew up.  It actually felt like people LIVED there.  Reading through all of the codes/regs it feels like they want a ghost town.
