Only if they have a Manufacturing license now! Same thing if you want new sights installed, change out the furniture, ect...

Not completely true.... sights and furniture you can have someone do.

If you read the ATF fact sheet, the bluing area is the only thing that is new. It sure is a stretch for applying some paint or coating and not covering the markings of the weapon.
