I'm having a discussion on gun registration and the guy I'm talking to claims to have filled out a background check and a separate registration form when he purchased a muzzle loader ~10 years ago. I know there isn't currently any type of registration in Wisconsin, but has there ever been one?

Warranty card maybe?

That's what I guessed, but he insists it was registration and they just changed the laws since then.

Background check for muzzle loaders?  I never had to do one, you can order them online and have them shipped directly to your house.  Unless it was a T/C that can take other barrels or something.

Remington has a muzzleloader based on the 700 action that has to go through NICS, but I don't know if it was in existence 10 years ago.

Maybe his dealer though it had to got through a background check?

But no, there was no background check for black powder then. I've ordered black powder guns over 20 years ago through mail.

Prior to preemption Madison used to have registration. It may have only been for guns purchased in the city.  I had to register a deer rifle I bought in the early eighties.

He's probably confusing what he filled out and why.

My dad thinks his S&W revolver is special because he bought it face to face in '63 so there's no record that he has it.

NICs check and standard forms are "Registration" to some folks.

I see. A primed case.

Seems like a solution in search of a problem.

This. I'm amazed at the amount of people who think a 4473 is a "registration".

Also, New England Firearms / H&R has a muzzleloader that ATF classifies as a "firearm" because the receiver can accept rifle or shotgun barrels also. .50 cal "Huntsman", I own 2, had to undergo NICS for both.
