Yeah they are being quick about it.  When my wife and I got married we sent them the renewal deal with a change of name and a handful of days later got back her new permit.. though the address was only half printed.  We called them up and 3 days later got one that printed right.

I got 193### on 7/30. Dropped it in the mail on a sunday and got it back thursday.


ETA, they didn't cash the check for about 6 weeks though

Yes you did. Thanks. What pissed me off was 6 or 7 of us from my area all mailed from the same P.O., some on the 1st, some on the 2nd. Nobody else's took more than 21 days. I've always flew right through NICS and DOJs background checks.... bought a handgun shortly before the law took effect (Sept), was approved in 30 seconds. I had 5 differant qualifiers for training, too (including CHLs from 2 other States... which both only took about half the time I waited for one at home - 13 days for MN, 21 for FL). Then I heard that two boxes of applications got buried under later arrivals, and bypassed for a month or so... guess who was in those boxes.

I got boned by mishandling but not as severe as you did.  I sent mine next day which was a mistake.  Everyone who sent it traditional snail mail got theirs back in a few days but mine took almost 2 weeks.  Mine was in the 2000s.   It took less than 6 months to issue the first 100,000 LICENSES but it has taken another 16 months for the second 100,000 licenses.   It will take much longer for the 3rd 100,000 to be issued.  There will be a surge in 2016 but many people will not renew.  Statistically, the percentage of the population which hold a WI CCL will drop after 2016.

1 million LICENSES issued is only good as a trivial milestone if no more than 200K have a valid license at any one time.  We may never reach 300K issued over the next 3 years.  It is likely that the highest number of valid licenses will peak on October 31st 2016 and not reach that number again for many years.

I know where you're coming from... that's the day before the 1st day issues expire. But I think you're about a month too early, because it was about a month into the process that they "found their groove" and really started cranking them out. The "peak day" will likely be the day before the date they issued the most permits in a single day... but you're point is well made (I agree 100%) and you're close enough.

Here are the numbers that matter:

200,000 / 5,746,206 = .0348%  

I think it is safe to say CCW holders may be a bit more motivated then other gun owners.

On any given day it is also safe to say 75% of any group of people are useless.  200,000 x .75 = 150,000

That means we have 50,000 people with guns to rule over 5,746,206.  That equals .0087%.  I am not sure what the Government estimates is needed to truly rule or lord over a population, the Romans were good at it, I wonder what their numbers were before they started to use too many Mercenaries?  I would think you need a solid 1% that are truly motivated so that leaves us short 7,462 people.  IMHO we are not there yet.
