Someone at church today said there was some kind of emergency session today pertaining to CCW.   Anybody know that that's all about?

Madison - The state Justice Department is preparing to enact a second round of emergency rules enabling the agency to issue concealed carry permits.

The agency put emergency rules in place last year for issuing and revoking permits. The regulations are set to expire Dec. 15.

The agency has drafted permanent regulations. The package needs Assembly and Senate approval, though, and neither house has acted on it. Legislative leaders say they'll address the rules after the new session begins in January.

DOJ officials say they plan to implement a fresh set of emergency rules on Dec. 15. Those regulations don't require legislative approval and will be identical to the ones currently in place.

The agency had issued 143,081 permits as of Nov. 25.

Apparently the temporary rules are about to expire, so they're doing something in regard to that.

Interesting. Maybe it wasn't such a good idea to get my NRA Cert to train folks... ugh.

These rules are the same ones which have been in effect.  They are Administrative Guidelines for the DOJ to operate under.  The newly proposed ones will not be in front of the Legislature until sometime after they convene again in January.  In other words, this changes nothing...

Exactly. The "emergency rules" were a temporary measure to be used by DOJ in the issuance of licenses until the legislature approved the "permanent" rules... which they haven't done yet. So the use of the temporary ("emergency") rules has been extended until the permanent rules are approved by the legislature. No rules in place = no issuance of CC licenses, so this was necessary to keep the ball rolling. Nothing to worry about.

So if I'm just working on it now, it should be good to go?  It didn't say if they passed anything or not.  But I'm assuming they NEDED to.

You are just fine if you submit your application this month.  Absolutely nothing has changed since November 7th 2011 and nothing will change until at least January 2013 when the Legislature meets again.  The only thing which NEEDED to be done is to extend the "emergency" Rules past the latest date.

The changes primarily effect  the training component.  If you are using a DD214 or a Hunter Safety Certificate, the changes will not effect you.  If you receive other training, the certificate requirements will change if the DOJ gets their way.  Simply ask your instructor if their training meets all proposed requirements and if they would provide you a fresh certificate if necessary because you waited to submit it.  
What are you waiting for?  It only takes 5 minutes max to fill out the application and stick it in an envelope.
I do not believe that the WI Legislature meets until January 11th 2013.  It is possible that new rules will not be approved until February.

I modified my training certificate months ago to comply with the new rules.

The modification simply documents the penalty to me as instructor for falsify a certificate.

I find it hard to believe more than a year after the law went into effect and 18 months after it was passed we still haven't finalized the rules.

Interest in Wisconsin / Utah classes has been very strong for the last 3 months.

I was planning on using my Hunter's Safety, but I'm 41 years old and took it when I was like 14.  I hear they have them in the database, but then you have to wait for them to email it to you and it might take a week.  I was going to call them yesterday but ran out of time.  But yeah, I found the form and it's quick to fill out. Then I have another problem.  I have two frickin printers and they both went caflooey in the last month.  And I haven't gotten another yet.  I'll have to go over by my parents or something to print.  I need to buy another one, but it's been crazy around here with Christmas.  Those are my reasons and I'm sticking to them.  

So if I use my Hunter's Safety, it will be good to go even if I don't get it done before January?  I'm hoping to get it done next week, but then there is mail time and I don't know how much them people are working up there this time of year.  It might not get processed until next year.  Unless the postmarking means something, like when you do your taxes I think.  HhHhehehehehe

My wife got our printer working.  It's all printed off.  I'll fill it out today and send it on.  I got the DNR hunters safety certificate from on line.  That was very simple.
