Basically a slap on the wrist.

"The public eye is watching this, so we have to give you some sort of reprimand. Sorry we had to do it. *Wink*"

That's where the doctors can really get what's coming to them.

The teachers submitted time cards with bogus sick time on them. They profited financially from this, so it was fraud. Now that a medical board has officially determined that the doctors wrote bogus notes, it was a conspiracy to commit fraud; against the state and the tax payers.

The findings of the medical board leave the doctors no room to even defend their actions other than to say that they didn't know the people receiving the notes were going to present them to an employer to justify use of sick time. This will be a hard sell, seeing as there's no other reason to get a sick note. The truth is that they went their with giant pads on notes SPECIFICALLY looking to find people whom they could conspire with to commit fraud.

They can lose their professional licensure over their criminal activities; even if the medical board contained the scope of their review to the legitimacy of the notes.

My thoughts too, looks bad for everyone that had their hand on it.
But will this ever happen?

Madison schools did a comprehensive check and docked pay where notes didn't corroborate, if one was used.

Those doctors are unethical little turds that should loose their license for 30-90 days. If I pulled crap like that, the state would probably pull my license forever.   Screw em'

Yes, I'll get right on it. After I finishing filing all sorts of injunctions against the Governor, the Republicans, and against laws that I don't like. I'll be in contact with you in the next year or two.
