Hey guys, I did a search and found a thread on SBR laws in Wisconsin and came across a post regarding it. I want to put together a 10.5 SBR and am hoping I can get my smaller town CLEO to sign off on it...
A poster put this up: 1. Make it yourself (works for anything but a machine gun): A. Obtain the "host gun," ie. the lower or complete rifle you intend to SBR.
B. Fill out a pair of Form 1s, two certification of citizenship compliance forms, get fingerprinted twice, and attach a standard passport-size photograph to the back of each Form 1. C. DOUBLE CHECK ALL OF YOUR PAPERWORK FOR ACCURACY. D. Get a sign-off from your Chief Law Enforcement Officer on the back of EACH Form 1. E. Drop everything from B into an envelope along with a check for $200.00. Make sure to put the weapon's serial number in the check's notes section. Mail to ATF. FYI, it's best to use a large envelope- it's okay for ATF to bend stuff, NOT YOU. I always use a flat rate priority mail envelope with delivery confirmation. F. Upon approval, ATF mails ONE completed Form 1 back to you. G. Have host firearm engraved with your name, city, and state in a visible location. H. Buy shorty upper and attach. Is this still accurate? Thanks in advance, David |

SBR policy in WI is the same as federal, i.e. there are no state specific requirements (other than being registered per fed law).
Also, many recommend having engraving done first. If the engraving is horked, it's much easier to get a title I firearm replaced, than a Title II. I usually pay with a money order, and have never written the serial on the check/mo. |

Dane Deforest, Wisconsin... Figure it can't hurt to ask before I go the trust route. One thing I did notice, I was looking at the Form 1, and it does say a Sheriff for the County of residence can sign, and one of the Sheriffs is a family friend, so I may try that as well... |

Just curious... obviously if you move, you must notify ATF of your new address. But if you must engrave your "city" on the firearm, what happens if you move to a differant city? More engraving? Nope. All my NFA items were obtained when I was stationed in ND. My form 1 items were made in ND. Moving to WI did not change anything. Filed a 5320.20. That was all. |

Couple more things. Will the Police Department have the fingerprinting cards I need to send with the form or do i have to request those from the ATF?
And is this the correct form? http://www.atf.gov/forms/download/atf-f-5320-1.pdf |

Some use digital, some use different cards, etc. Best to request them from the ATF. And have them send a Form 1 as well. Once you get it, if it's the same as the digital version, you're good to go. If not, you can find the digital correct version online. Side note: I've never tried it, but i've been told that you can technically do your own fingerprints. As long as they are on the correct form an legible, they don't care who made them. |

If I'm reading your post correctly the answer is NO. Only " the" Sheriff can sign, deputy sheriffs can not. |
