I just found this on Racine Journal's website. - http://www.journaltimes.com/news/local/crime-and-courts/article_a1fbb760-1fdb-11df-a3d7-001cc4c002e0.html

Talk about a horribly bias story with none of the facts right.

Open carry became a talked-about issue after Attorney General J.B. Van Hollen declared it was legal in Wisconsin for people to openly carry firearms.

It was already legal, Hollen was just telling the police they can't arrest someone for open carrying.

about a month after Van Hollen issued the opinion on open carry

Where was his opinion stated?! He simply listed the facts.

It is not an opinion, it is even less.   It does not state "facts" which are binding in a court of law and is about as useless as a fortune from a Chinese restaurant cookie..  There is a disclaimer on the document.....
This informal Advisory Memorandum does not constitute a formal opinion of the Wisconsin Attorney General or the Wisconsin Department of Justice under Wis. Stat. ยง 165.015(1). The Department offers this Advisory Memorandum for educational and informational purposes only. It does not prevent the Attorney General, the Wisconsin Department of Justice, or any Wisconsin district attorney, special prosecutor or municipal prosecutor from bringing any particular charge or making any particular argument in the course of litigation. It does not create any rights beyond those...

What it does is reference WI Statutes and points out that currently if someone is charged for DC for OC, the charges will likely not stick.
