I ALWAYS have a folding knife of sone sort on me clipped to the inside of my right pocket with the clip and rear inch or so exposed.

I DO NOT own any folders 3" or less.

Is it the norm to ensure the knives I carry are 3 inches (blade length) or less for liability/legality?

Some municipalities have length restrictions.  From the legal FAQ tacked at the top of the forum:

"Local knife laws
DEFINITELY NOT A COMPLETE LISTING
The following cities/villages prohibit the carry of knives with blades 3" or longer:
* Village of Bayside, ord. 62-266
* City of Milwaukee, ord. 105-34(2)(a), p. 587.
* City of Racine, ord. 66-56
* City of South Milwaukee, ord. 24.16"

Also, a knife could be seen as a weapon under the CCW statute.  But IMO, that would be extremely unlikely unless you were caught committing some other crime and CCW of a knife was an 'add on'.

I personally carry a knife that is just under 3".  I travel into several of the above cities and a 2 3/4" - 2 7/8" blade works fine for me.
